The rap has apparently been broadcast since early April. It was overheard and translated by the BBC, which reported the CIA was behind the spoof. But officials familiar with U.S. intelligence operations told news-week the CIA was not involved. Some U.S. sources suggested the broadcast was perhaps the work of Britain’s secret-intelligence service, M.I.6, which is renowned for psychological warfare. A British government spokeswoman said, “We don’t talk about intelligence matters.”

U.S. officials note that during a referendum campaign last year the Iraqi dictator used Whitney Houston’s “I Will Always Love You” as his theme song: “If I should stay/I would only be in your way/So I’ll go… We both know I’m not what you need.”
