Now Chalabi wants the United States to hit Saddam’s tanks and artillery on the ground. “Anything that moves could be a target,” he says. Would that enable the long-divided opposition groups to get their act together? “Hit a few and see what happens,” says Chalabi. For now, though, such a shift in U.S. policy is unlikely. “Iraq is a problem for its own people,” Secretary of State Colin Powell stated last week. The Bush administration has cleared opposition groups only to “collect information materials” inside Iraq. If the fight against Saddam is going to be won, much more will be required. Saddam’s opponents will need a new license to kill. And, says Chalabi, so will the American fighter planes overhead.
